Politikerne diskuterte Innherredsbyens framtid på Frosta

Innherredsbyen på 29. september 2020

Torsdag 17. september ble politikerverkstedet holdt på Valberg Slektsgård i Frosta kommune. Omtrent 70 representanter fra Innherredskommunene, fylkeskommunen, politikere og transportetatene deltok. De fleste til stede var politikere fra formannskapene i Innherredskommunene.

Hensikten med samlingen var å forankre arbeidet med utvikling av felles areal- og transportstrategi, formidling av kunnskap om areal- og transportplanlegging. Videre drøfte og gi innspill på noen utvalgte viktige deltema om innholdet i strategidokumentet. Det tredje punktet var å ha en samling som «binder sammen laget», og som «bygger opp» om Innherredsbyen som utviklingsarena.

Dagen ble startet med velkomst og forventinger fra fylkesvaraordfører Thomas Iver Hallem. Deretter delte dagens møteleder Jomar Lygre Langeland erfaringer fra andre byregioner. Innherredsbyens ordførere presenterte deres forståelse av målene og de viktigste saker som gjelder denne samarbeidet. Det videre programmet var delt opp i 3 bolker, med temaene:

→ Våre mål & Bærekraftig arealbruk og stedsutvikling

→ Bærekraftig transport med fremtidens mobilitet

→ Samordnede areal- og transportløsninger

Hvert tema ble innledet med korte foredrag som ga nyttig bakgrunn til diskusjonene i grupper. Deltakerne var fordelt på små grupper, først etter tilhørighet i kommuner og etterpå på tvers av kommunene. Etter hver bolk var det tid til diskusjoner i grupper eller i plenum.

Den første bolken om bærekraftig arealbruk og stedsutvikling innledet Lilian Hatling fra Distriktssenteret med et foredrag om attraktive steder. Deretter presenterte Per Jorulf Overvik fra Trøndelag fylkeskommune befolkningsprognoser og utvikling i boligbyggingen i Innherredsbyen. Han og Jomar Lygre Langeland ga også et innblikk i utviklingen i arbeids- og næringsliv, utviklingstrekk for handelsnæringen og disponering av grønne arealer. Diskusjonsgruppene drøftet Attraktivitet – hva kan vi gjøre mer av i kommunene?, Om boligutvikling gitt prognose for demografi – hva, hvordan og hvor? og Handel og næringsutvikling – felles prinsipper for kommunene?. Etterpå ble spørsmålene gjennomgått i plenum.

Tema for bolk to var bærekraftig transport med fremtidens mobilitet. Per Overvik fra Trøndelag fylkeskommune presenterte resultatene av reisevaneundersøkelsen. Deretter fulgte presentasjoner rundt fremtidige mobilitetsløsninger. Erlend Solem (Trøndelag fylkeskommune) gitt et innblikk i muligheter for en bærekraftig framtid, Terje Sivertsvoll (Jernbanedirektoratet) fortsatte med fremtidens togtilbud, Harald Storrønning (AtB) med fremtidens kollektive løsninger, Eva Solvi (Trøndelag fylkeskommune) deretter med fremtidens hovedvegsystem og Antonios Bruheim Markakis (Steinkjer kommune) om fremtidens tilbud for syklende og gående. Jomar Lygre Langeland holdt innlegg om mulige finansieringsløsninger. Gruppene ble samlet på tvers av kommune og drøftet spørsmålene Fremtidens mobilitet – hva kan kommunene bidra med for å få et sømløst kollektivtilbud og fremme folkehelse?, Fremtidens riksvegsystem – er vi enige i prioriteringene? og Fremtidens finansieringsløsninger – riksvegprosjekter og/eller bypakker (med bompenger) eller byvekstavtaler/spleiselag (uten bompenger)? Hovedpunkter fra gruppediskusjonene ble gjennomgått i plenum til slutt.

I siste bolken var tema samordnede areal- og transportløsninger. Her ga Lene K. Nagelhus fra Asplan Viak innsikt i knutepunktutviklingen langs Trønderbanen, og møteleder Jomar Lyre Langeland fortsatte med et innlegg om et strategisk kart for Innherredsbyen. Til slutten orienterte Gunhild Kvistad (Trøndelag fylkeskommune) om Regional plan for arealbruk 2021-2030. Etterpå kom det noen innspill på temaene fra salen.

Dagen avsluttet med taler og refleksjoner fra ordførerne og fylkesvaraordfører. Tilbakemeldingene der var positiv og viser stort engasjement for saken, og politikerne bekreftet at man står sammen for å utvikle Innherredsbyen som region. Dermed gir prosjektet Innherredsbyen og kommunene på Innherred en sterkere stemme for framtidige areal- og transportutviklinger nasjonalt og i Trøndelag. Et sammendrag av politikerverkstedet skal finnes her.

Innherredsbyen skal fortsette med den neste kunnskaps- og dialogsamling på 4. desember 2020. Informasjonen om dette møte skal utlyses her.
